Since February 24, 2022, hundreds of thousands of Ukrainians have sought safety in the United States after Russia's full-scale invasion. Mothers fled with their children while Russian tanks rolled through their streets. Physicians left hospitals that were bombed days later. Teachers watched Russian soldiers occupy their schools. These are the people H.R. 3104 is written for. They are living in the United States on temporary status that can be revoked at any moment, unable to sign a lease, accept a job offer, or plan a single year ahead. H.R. 3104 provides a pathway to lawful permanent residency for Ukrainians who fled Russia's war. It is a targeted, humane response to a crisis America did not cause but has the power to help resolve. These individuals did not choose to flee. They were forced to. They deserve the stability to rebuild without the constant threat of forced return to an active war zone.
